Opening of Bid : Wednesday, 29th October 2025NHMFC Housing Fair 2025 Online Bidding Details
1. Location https://nhmfc.gov.ph
2. All properties for the Online Housing Fair will be published at least once in newspapers in general circulation and the NHMFC Official websiteRegistration
- All bidders must first register to NHMFC Online Registration Platform (https://housingfair.nhmfc.gov.ph) to participate in the Online Bidding.
- To register online, bidders must input personal information for verification (Full Name, Address, Home Phone Number, Mobile Number, email address)
- Upload one (1) valid I.D. for verification. Any of the following:
- Passport
- Driverโs license
- Professional Regulation Commission (PRC) ID
- Integrated Bar of the Philippines (IBP) ID
- National Bureau of Investigation (NBI) Clearance
- Police Clearance
- Postal ID
- Voter โs ID
- Barangay Certificate
- Taxpayer Identification Number (TIN)
- Government Service Insurance System (GSIS) e-Card
- Social Security System (SSS) card
- PhilHealth Card
- Senior Citizen Card
- Overseas Workers Welfare Administration (OWWA) ID

4. Registered bidders will receive email confirmation with their unique Registration ID number for the online payment validation and link to the Online Housing Fair Guidelines and NHMFC Acquired Properties for Sale.
Payment and Bidding
1. To participate in the Online Bidding, bidders must first pay the nonrefundable Bid Fee in the amount of five hundred pesos only (Php500.00) per bid of property.2. Bidders may pay through NHMFCโs Online Payment Facility using debit card, credit card or Pay with PayMaya through this link https://nhmfc.gov.ph
3. Bidders must input their unique Registration ID Number and the Property Number they wish to bid in the validation tab in the NHMFC Online Payment Portal.
4. Bidders who paid the non-refundable bid fee through Paymaya may now fill-out the Online Bid Form.
Bidders who paid using GCash should email a proof of payment either a screenshot of their payment or their GCash Reference number to housingfair@nhmfc.gov.ph. After payment verification the bidder shall receive the link to the Online Bid Form.
5. All payments shall be subject to verification. Bidder/s will receive an email from NHMFC confirming his/her payment, online bid form submitted and invitation to the Bid Opening.
6. All online bids received will be stored in NHMFCโs database and will only be accessed on the Opening of Bids.
Opening of Bids
1. The Acquired Assets Bids and Awards Committee (AABAC) is set to meet to open and assess all bids received on October 29, 2025 via video conference using the Zoom App. All bidders are invited to witness the event through the link in the bid confirmation email.2. On the day of the Opening of Bids, the AABAC Chairperson logs in to the system to access the database of the bids received.
3. The Chairperson then transfers the data to the Bid Administrator (AAD Head) for extraction by clicking the transfer button.
4. The Bid Administrator logs in to the system and extracts all the bids to excel file. Then, sorts all bids received by Property Number.
5. The AABAC Chairperson shall announce the highest bidder and declare as the most responsive bidder for each Property Number.
Terms and Conditions
1. The bidder shall submit one (1) Bid Offer for each property, otherwise the bidder will be disqualified.
2. A non-refundable bid fee of five hundred pesos only (Php500.00) must be paid as mentioned in section 2.1 of this guideline. This will be deductible on the processing fee in case of the winning bidder.
3. Original housing loan borrowers of foreclosed properties are not eligible to bid for their own property or any other property.
4. Existing NHMFC borrowers with outstanding loans in arrears of more than six (6) months with NHMFC are disqualified from bidding. For updated accounts, they may participate in the bidding provided they pay in cash.
5. Cash buyers may be allowed to purchase more than one property. On the other hand, installment buyers shall be limited to purchase only one property subject to evaluation and validation of capacity to pay.
6. Bids less than the minimum bid price (floor price) as set by NHMFCโs Acquired Asset Division shall be disqualified.
7. The bidder with the highest bid shall be declared the most responsive bidder, subject to validation.
8. In the event that a tie occurs, another round of sealed bids will be conducted among the tied highest bidders until a most responsive bidder is declared. The cash buyer shall have preference over the installment buyer.
9. For properties with only one bidder and whose bid offer is equal or more than the prescribed minimum bid price, shall be declared the most responsive bidder.
10. A written notice from the AABAC Chairperson shall be sent to the most responsive bidderโs registered email and home address via registered mail. The most responsive bidders have five (5) working days upon receipt of notice to pay the 10% option money of their responsive bid, and processing fee of Php3,000.00.
11. The acceptance of the option money does not bind NHMFC to the offer until after the approval of the NHMFC President.
12. The bid offer shall be deemed ipso facto withdrawn if the buyer fails to pay the required initial option money and processing fee within five (5) working days upon receipt of bid notice.
13. In the event the most responsive bidder fails to pay within the allowable period, the said bidder automatically waives his/her right to purchase the preferred property, holding NHMFC Officers and Employees free and harmless of any accountability.
14. The option money and processing fee is automatically forfeited in favor of NHMFC in the event that the most responsive bidder:
- Withdraws in writing his/her bid; or
- Fails to pay the remaining ninety percent (90%) within thirty (30) calendar days for cash buyer; or
- Fails to amortize in the installment scheme, within sixty (60) calendar days from date of receipt of the written notice of the approval of the sale by the NHMFC President.
15. For cash payments, the buyer shall be notified in writing and shall be requested to settle the balance of 90% within thirty (30) calendar days upon receipt of the Notice of Approval of the sale by the NHMFC President.
16. For installment sales, the winning bidder shall be notified to sign the Contract to Sell (CTS) upon approval of the sale by the NHMFC President. The notification shall also include the following
- 1st Installment payment due date and the amount due.
- 6% interest rate per annum
- Maximum term of ten (10) years, provided, the said term shall not exceed the difference between age seventy (70) and the present age of the buyer.
- In case of delayed payment of monthly installment, penalties equivalent to 1/15 of 1% shall be charged for every day of delay.
17. The NHMFC reserves the right to reject any or all bids/offers, to waive any formalities thereon, or to accept such bid/offer as may be deemed advantageous to the Corporation.
18. NHMFC sells only whatever rights, interests and participation it has on the foreclosed assets/ mortgage rights on โAS IS, WHERE ISโ basis and the bidder / offeror is charged with full knowledge of the nature of the extent of said rights, interests and participation. It is likewise understood that the offeror personally inspected the security/collateral property subject of bidding. Should there be an occupant, it is incumbent upon the bidder/offeror to secure the necessary writ of possession from the proper court.
