			<content:encoded><![CDATA[<p></p><p>The P<strong>hilippine Housing Fair 2010</strong> will be held on October 1-3, 2010, 10:00am to 9:00pm, at the SM Mega Trade Hall 2, 5th level, Mega B, SM Megamall, Ortigas Center, Mandaluyong City, Philippines. I learned about the housing fair through a poster which I saw at Pag-IBIG yesterday, and also through a heads-up from my wife Cherry.</p>
<p>I was a bit surprised when I saw the poster about the housing fair because it turns out that the <strong>5th Philippine housing fair</strong> is just a few days away, and yet it seems no information about it can be found online or even on the popular newspapers I regularly read.</p>
<p>I have also been searching for information about the housing fair using Google for over an hour while writing this but I always ended up finding my own articles about <a href="http://www.foreclosurephilippines.com/2009/09/philippine-housing-fair-2009.html" target="_blank">last year&#8217;s housing fair</a>. Except for this <a href="http://www.pagibigfund.gov.ph/pops/HF.htm" target="_blank">pop-up notice</a> from Pag-IBIG&#8217;s website below, and the event schedule at <a href="http://www.megatrade.com.ph/events.php#" target="_blank">SM Megatrade Hall&#8217;s website</a>, I was not able to find any more information about the housing fair.</p>

<p>This makes me wonder if the housing fair was promoted or marketed at all. I just hope they did, otherwise not too many people would probably show up, except for people who chance upon it while they are malling. Who knows, maybe they promoted this over the radio, like they did before.</p>

<p style="text-align: left;">I&#8217;m just glad I visited Pag-IBIG&#8217;s head office at the Atrium in Makati to get info for my tenant-buyer yesterday, where I noticed the poster above, hence I can at least inform all of you here who are looking forward the 5th housing fair.</p>

			<content:encoded><![CDATA[<p></p><p style="text-align: justify;">As promised, I am featuring the latest listing of <strong>properties foreclosed</strong> by the Government Service Insurance System or GSIS. The GSIS is selling these <strong>foreclosed properties</strong> under their GMA HeLPS program which stands for Garantisadong Mababang Amortization na House En Lot Para Sa’yo (Guaranteed low amortization house and lots for you). I just wonder if they will change the name of this program soon since GMA is about to end her term as president.<span id="more-4350"></span></p>
<p style="text-align: justify;">This foreclosed listing includes a staggering 9,627 <em>pre-owned homes for sale</em>. If you want to save money by <em>buying foreclosed homes</em>, then this just might be what you have been looking for. Just stay clear of the foreclosed properties that are still occupied, as indicated on the foreclosed listing below.</p>
<p style="text-align: justify;">The program promises lower amortizations by offering a low annual  interest rate of 6%, probably the lowest available today. Aside from the low interest rate, the program also offers payment terms of up to 30 years, which again should translate to lower monthly amortization payments and make them more affordable.</p>

			<content:encoded><![CDATA[<p></p><p style="text-align: justify;">I attended the first day of Philippine Housing Fair yesterday and I&#8217;m glad I did. Aside from updated listings of acquired assets and foreclosed properties, I was also looking for any free seminars or talks about topics that can be of help to anyone who wants to get involved in real estate. For my purpose, I&#8217;m glad I was able to attend but should you also attend? It really depends. Please continue reading to learn more.<span id="more-2817"></span></p>
<p style="text-align: justify;"><strong>Acquired assets and foreclosed property listings</strong><br />
For banks and other private lending institutions, I was able to get a copy of foreclosed property listings from Land Bank, and the Star Accounts Management Services, Inc.( A member of the STAR Group of Companies). I also registered in Chinatrust&#8217;s booth so that I can get updated listings through e-mail (thanks to the friendly people from Chinatrust). I was also looking forward to visiting the BPI Buena Mano booth but it was still empty when I left at around 1:30pm. Maybe I&#8217;ll get to see them on the second or third day of the housing fair.
</p>
<p style="text-align: justify;">Don&#8217;t worry, I&#8217;ll be sharing all of these listings of acquired assets and foreclosed properties in my upcoming posts.</p>
<p style="text-align: justify;">With regard to acquired assets and foreclosed property listings from key shelter agencies and government financial institutions, at first I was a bit disappointed when majority of them just had limited copies of their listings and people had to line up to look at the listings of <a href="http://www.foreclosurephilippines.com/foreclosedproperties" style="" target="_blank"  onmouseover="self.status='http://www.foreclosurephilippines.com/foreclosedproperties';return true;" onmouseout="self.status=''">foreclosed properties</a> and then they had to copy the details pertaining to the properties they were interested in.</p>

<p style="text-align: justify;">Not really the most efficient setup if you ask me. Even a speaker from Pag-IBIG mentioned during one of the talks that people really had no need to line-up to look for properties because they can just visit their updated listings online. I can&#8217;t help but think that if your only purpose was just to look for updated listings of properties, you can do the same by just visiting their websites without the hassles of lining up and manually copying property details.</p>

			<content:encoded><![CDATA[<p></p><p style="text-align: justify;">This is just a reminder for interested parties to get ready for the <a href="http://www.foreclosurephilippines.com/2009/09/philippine-housing-fair-2009.html">2009 Philippine Housing Fair</a> which pushes through on December 27-29, 2009 at the SM Megamall Megatrade Halls 1 and 2. Originally scheduled on October 27-29, 2009, the 4th Philippine Housing fair was <a href="http://www.foreclosurephilippines.com/2009/10/philippine-housing-fair-2009-moved-to-december-housing-fairs-to-be-held-in-davao-cebu-iloilo-and-legazpi.html">postponed</a>, most probably due to the complications caused by Typhoon Ondoy&#8217;s visit. I&#8217;m just glad that the housing fair will finally push through. This was also mentioned in a recently published news article in Pag-IBIG&#8217;s website, a copy of which can be seen below.<span id="more-2601"></span></p>

<h2><em><a href="http://www.pagibigfund.gov.ph/nr_deca.htm" target="_blank">HUDCC holds 4th housing fair on Dec. 27-29</a></em></h2>
<p style="text-align: right;"><em>December 4, 2009</em></p>
<p><em>For the fourth time in a row since 2006, the Housing and Urban Development Coordinating Council (HUDCC) chaired by Vice President Noli “Kabayan” De Castro, will spearhead the conduct of a three-day Housing Fair from December 27 to 29 at the SM Megamall Megatrade Halls 1 and 2 in Mandaluyong City.</em></p>
<p><em>The Fair will be participated in by the Home Development Mutual Fund (Pag-IBIG Fund), the Home Guaranty Corporation (HGC), the National Home Mortgage Finance Corporation (NHMFC), together with the Bangko Sentral ng Pilipinas (BSP), the Social Security System (SSS), and the Government Service Insurance System (GSIS).</em></p>
<p><em>These agencies will sell their acquired properties with interest rate as low as 6 percent payable up to 30 years.  Housing developers will also showcase their latest projects while suppliers of home interiors and furnishing will feature their products in the fair.</em></p>
<p><em>De Castro said the housing fair is part of government’s continuing effort to provide decent and affordable homes to low-income workers.</em></p>
<p><em>“We understand their aspiration to have decent homes they can call their own. This is one way of helping them realize that dream,” De Castro stressed.</em></p>
<p><em>Close to 75,000 properties all over the country will be offered for sale to government and private employees and overseas Filipino workers.</em></p>
<p><em>The Pag-IBIG Fund comprises the bulk of the total with 31,476 properties, followed by the BSP &#8211; 21,673; the GSIS &#8211; 20,206; the NHMFC &#8211; 711, the SSS &#8211; 357 and the HGC &#8211; 356.</em></p>
<p><em>Under the program,  Pag-IBIG has disposed acquired properties valued at P5.6 billion.</em></p>
<p><em>According to De Castro, the Fair benefits both homebuyers through the availability of affordable homes, and the government financial institutions through the sale of their idle assets. (end)</em></p>

			<content:encoded><![CDATA[<p></p><p>October has been declared as the National Shelter Month under Proclamation No. 662, signed by then President Ramos on September 27, 1995. By virtue of Memorandum Circular No. 160 dated 04 August 2009 issued in support of this Proclamation, the Housing Fair is conducted annually by the Housing and Urban Development Coordinating Council (HUDCC).<span id="more-1996"></span></p>
<p>For those who are looking for good investments from the acquired assets of various lending institutions, or like us, are looking for homes, the following are the schedules of the Housing Fairs for 2009, based on internet articles and information from Mr. Joy Pinto of the HUDCC (Thank you sir!):</p>

<p>Take note that the Cebu Housing Fair starts TODAY! [October 23, 2009]</p>
<p>The 4th Philippine Housing Fair that is supposed to be held on October 27 to 29, 2009 at the Megamall Megatrade Hall has been postponed to December 27-29, 2009. My wife has confirmed this with the Megatrade Hall office. Also per Mr. Pinto, there’s also a Housing Fair supposed to be held in Legazpi City this October but it has been postponed as well because of the floods. We’ll let you know as soon as we know the final schedule. We just learned also that the Housing Fair in Cagayan de Oro has just recently been held. Next time, we will coordinate with HUDCC earlier so we can get the complete Housing Fair schedules.</p>

<h2>Iloilo Housing Fair 2009</h2>

<p>ILOILO CITY, Oct. 22 (PNA) &#8211; The Western Visayas Housing Fair that will kick off here Saturday is a showcase of a public-private partnership working together to raise the awareness of the public on various housing programs and projects in the region.</p>
<p>National Housing Authority (NHA) regional manager, Engr. Isagani Jalbuena said this is the first time that a local government unit (LGU), national housing agencies (NHAs), non-government organizations (NGOs) and people&#8217;s organization (POs) have joined forces for the event.</p>
<p>The week-long activity will kick off with an exhibit of developers on Saturday and Sunday at the Robinson&#8217;s Mall, a formal opening program on Monday morning and a cultural presentation in the afternoon.</p>
<p>Jalbuena said that there will also be technical sessions to discuss the responsibilities and functions of various NHAs likewise learn of the basic laws relative to the availment of housing programs.</p>
<p>There will also be a housing seminar for borrowers; talks on institutional loan program and community program and socialized housing compliance salient provisions.</p>
<p>He added that there will also be posting of <a href="http://www.foreclosurephilippines.com/foreclosedproperties" style="" target="_blank"  onmouseover="self.status='http://www.foreclosurephilippines.com/foreclosedproperties';return true;" onmouseout="self.status=''">foreclosed properties</a> that can be bought by interested clients.</p>
<p>Further, for the first time, the fair will be highlighted by the &#8220;House Design Contest&#8221; to showcase the different technologies on low-cost socialized housing.</p>
<p>There will also be site visit to Iloilo City&#8217;s relocation site in San Isidro, Jaro and the sharing of best practices related to the activity. (PNA)</p>

<p>DAVAO CITY, Sept. 8 – The Housing and Urban Development Coordinating Council (HUDCC) here is now preparing for the housing fair that will be held both by government and private sector throughout the country during the Shelter Month in October.</p>
<p>HUDCC assistant secretary Pamela Felizarta said this activity would allow the acquired assets of government financial institutions be sold to prospective homebuyers at better price.</p>
<p>“It will be a nationwide activity with 45,000 to 50,000 acquired housing units offered for sale in the different sites during the Housing Fair,” she said.</p>
<p>Felizarta said the Housing Fair in Davao City will be held on October 28 to 30 at NCCC Mall, Matina.</p>
<p>This year’s activity will be held in coordination with the Construction and Real Estate Builders Association of the Philippines with the support of the Shelter Agencies of the government, namely: Pag-IBIG Fund, National Home Mortgage Finance Corporation, Bangko Sentral ng Pilipinas, Government Service Insurance System, Social Security System and other related agencies.</p>
<p>Felizarta said it has already been an event that homeseekers look forward each year knowing that housing fairs are held every celebration of the Shelter Month.</p>
<p>&#8220;I think, the public are already aware of this event and also with the aspect on their responsibility as housing borrowers,&#8221; she said.</p>
<p>But Felizarta said they hope that the number of foreclosed units be lowered this time because that figure had been consistent since the past years.</p>
<p>&#8220;With the new condonation law, we hope that the figure of acquired assets be lowered,&#8221; she said.</p>
<p>She said if there are accounts that become active, there are also others that met arrearages.</p>
<p>But with the Housing Fairs that they had conducted, they were able to achieve their two objectives of selling the acquired properties and to sell it at affordable prices.</p>
<p>She said a study they conducted found that with the holding of the fairs, they were able to meet high disposition of acquired properties and not as much as when fairs were not held.</p>
<p>The holding of housing fairs started in 1995 but it was institutionalized in 2006 by Vice President De Castro as he directed all shelter agencies to sell their acquired assets first to government employees.</p>
<p>But in the succeeding years, these assets were also offered to other employees and overseas Filipino workers (OFWs).</p>
<p>During the Housing Fairs, there will also be exhibits of new housing sites by real estate developers not only on the selling of housing packages but also commercial lots.</p>
<p>There will be requirements of the housing agencies with regards disposition of properties for Pag-IBIG Fund. Interest rates is at six percent for any amount up to P2 million payable in 30 years with an offering of discounts of 20 percent for cash buyers and 15 percent upfront discount for housing loans plus five percent additional occupancy discount for litigation if occupied.</p>
<p>It requires 15 percent downpayment and P1,000 reservation fee.</p>

<h2>Cebu Housing Fair 2009</h2>

<p>Ii celebration of October as Shelter Month, the Subdivision and Housing Developers Association-Central Visayas (SHDA-CV) decided to organize a series of activities aimed at empowering its 18 member-firms and addressing the region’s housing needs.</p>
<p>One is the formal signing of an agreement between SHDA-CV and regional heads of government agencies to demonstrate their commitment for the implementation of the One-Stop Shop (OSS) for developers.</p>
<p>The OSS, mandated by the government under Executive Order 45, is supposed to house satellite offices of the Housing and Land Use Regulatory Board, Land Management Bureau, Environmental Management Bureau, Department of Agrarian Reform, Department of Agriculture and Mines and Geosciences Bureau.</p>
<p>This is intended to speed up regulatory processes for housing projects and assist developers.</p>
<p>In Cebu, the OSS is located in the SHDA-CV’s office in the Cebu Business Park, Cebu City. It was launched last Sept. 11.</p>
<p>“Subdivision and housing developers will now have an easier time to process permits and licenses for their housing projects, (consequently) boosting the housing industry,” said SHDA-CV president Rey Ralota.</p>
<p>SHDA-CV opened the Shelter Month activities with a three-day seminar-workshop on processing and approval of subdivision and condominium papers last Oct. 5 to 7 in Bohol, as part of the group’s membership development program.</p>
<p>SHDA-CV members will attend an economic forum that focuses on housing on Friday. They will also participate in the Housing Fair and Trade Exhibit on Oct. 23 to 30 at SM City Cebu.</p>

<p>My very first post in Foreclosure Philippines (formerly Foreclosed Real Estate Philippines) was about the <a href="http://www.foreclosurephilippines.com/2008/11/housing-fair-2008.html" target="_blank">3rd Philippine Housing Fair (2008)</a>.  I can&#8217;t believe almost a year has passed since then! Now, the <strong>4th Philippine Housing Fair</strong> (2009) is almost here, and Foreclosure Philippines is nearing its first anniversary.</p>
<p>Around this time of the year, people normally spend most of their money on Christmas gifts. This time, why not invest it on a place you can call your own? <em>The Philippine Housing Fair 2009</em> can be looked at as a tiangge or bazaar featuring acquired assets for sale.</p>
<p><span id="more-1653"></span>I haven&#8217;t found any official announcement yet about the 4th Philippine Housing Fair but based on the SM Megatrade Hall website, it shall be held on October 27-29, 2009 at Halls 1 and 2 of the SM Megatrade Hall:</p>
<p>*<strong><em>Update as of October 23, 2009</em></strong> - <em>The Philippine Housing Fair 2009 has been moved to <span style="text-decoration: line-through;">October</span>December 27-29, 2009</em><em> at Halls 1 and 2 of the SM Megatrade Hall.</em></p>

<p>The <a href="http://www.foreclosurephilippines.com/2008/11/housing-fair-2008.html" target="_blank">Philippine Housing Fair 2008</a> was also held at the SM Megatrade Hall and I was fortunate enough to have been able to attend it. I&#8217;m sure a lot of  home buyers and investors have benefited from it. This year, hopefully more people will be able to attend.</p>
<p>When I attended the <a href="http://www.foreclosurephilippines.com/2009/07/5-reasons-to-attend-the-3rd-philippine-real-estate-festival-2009.html" target="_blank">Philippine Real Estate Festival 2009</a> last July, I received a copy of the Housing Fair Fact Sheet at the booth of  the National Home Mortgage Finance Corporation (NHMFC).  At that time, they couldn&#8217;t tell me the exact dates for the event. I called them up recently and the person I spoke to told me that the tentative schedule for the 2009 Housing Fair is on <span style="text-decoration: line-through;">Octobere</span>December 27 &#8211; 29, 2009 at SM Megamall because the venue has already been booked for the event. He also said that this is most probably the final schedule as he believes they probably can&#8217;t change the schedule anymore.</p>
<p>Anyway, let me share below the contents of the Housing Fair Fact Sheet which I got from NHMFC&#8217;s booth at the <a href="http://www.foreclosurephilippines.com/2009/07/5-reasons-to-attend-the-3rd-philippine-real-estate-festival-2009.html" target="_blank">3rd Philippine Real Estate Festival</a>.</p>

<h2>Qualified Borrowers/Buyers</h2>
<p>All government and private sector employees including the Overseas Filipino Workers are qualified to avail acquired assets in any of the participating selling agencies.</p>
<h2>Income Requirement</h2>
<p>Applying the provision in the General Appropriations Act (GAA), the net take-home pay of a government employee should not be lower than P3,000.00. Deduction for the program will be prioritized next to the statutory deduction.</p>
<p>To improve the borrowing capacity, the GSIS, SSS, and Pag-Ibig Fund will allow additional proof of income, e.g., income from sari-sari store, etc. These agencies also allow tacking in of co-borrowers. Pag-Ibig Fund allows co-borrowers up to 3<sup>rd</sup> degree of consanguinity or affinity, provided that they are Pag-Ibig members.</p>
<p>The inventories of the acquired assets can be found at the respective booths and the websites of the participating selling agencies.</p>
<h2>Status/ Conditions of the Acquired Assets</h2>
<ul>
<li>The properties shall be sold on an “as is, where is” basis.</li>
<li>The buyer acknowledges that he has been given the opportunity to investigate, inspect, and verify the assets offered to ascertain the actual conditions as well as the status of the titles.</li>
<li>For occupied units, the buyer shall be responsible for the ejectment of squatters and/or occupants on the property subject of sale.</li>
</ul>
<h2>Steps on How to Apply for an Acquired Asset</h2>
<ul>
<li>Scan for properties from the list provided by selling agencies;</li>
<li>Once you have selected the property, go to the concerned selling agency to inquire about the property;</li>
<li>Fill up the reservation form provided by the agency. (For Pag-Ibig Fund, attend first the Pag-Ibig speak-up portion and get the Certificate of Attendance afterwards);</li>
<li>Conduct inspection of the property before paying the reservation fee or downpayment; and</li>
<li>Pay the reservation fee/downpayment and submit the necessary documents at the office of the selling agency.</li>
</ul>
<h2>Documentary Requirements</h2>
<p>The prospective buyer shall submit the following documentary requirements to the selling agency that owns the property:</p>
<ul>
<li>Community Tax Certificate or cedula</li>
<li>Proof of income (latest income tax return, certificate of employment and compensation, latest payslip)</li>
<li>Marriage Certificate (if married)</li>
</ul>

<p>MANILA, Philippines &#8211; The Philippines’ pension fund manager for government employees has sold housing and property assets it foreclosed by offering a low fixed rate to buyers. Some 344 house and lot units worth P313.91 million were sold through its asset disposition program, the Government Service Insurance System (GSIS) said in a statement.<span id="more-153"></span></p>
<p>Launched in May 2007, the program – called Garantisadong Mababang Amortization na House En Lot Para Sa&#8217;yo (GMA HeLPS) – offers a six percent interest rate that is “fixed throughout the term of the loan, thus, not subject to re-pricing.&#8221;</p>
<p>The program is available to both members and non-members.</p>
<p>Installment buyers will be entitled to a maximum repayment term of 30 years but not to exceed the difference between 70 and the buyer’s age at the time of filing the application.</p>
<p>Besides offering easy and multiple payment options, the program allows home buyers to make over-the-counter payments, post-dated checks, and salary deductions for members. A three-month grace period is also given before payment of the first monthly amortization.</p>
<p>To further encourage buyers, the GSIS has waived application fees for interested parties and has required minimal documentary requirements.</p>
<p>Any individual or corporate entity who has the legal capacity to acquire real property in the Philippines may acquire these <a href="http://www.foreclosurephilippines.com/foreclosedproperties" style="" target="_blank"  onmouseover="self.status='http://www.foreclosurephilippines.com/foreclosedproperties';return true;" onmouseout="self.status=''">foreclosed properties</a> either in cash or installment basis. Cash buyers will be entitled to a 10-percent discount on the selling price of the property.</p>
<p>The individual buyer must not be more than 65 years old at the time of filing of the offer to buy; has no delinquent loan account with the GSIS; and not an employee of the GSIS directly involved in the disposition of acquired assets.</p>
<p>Meanwhile, institutional buyers must be a domestic corporation, provident fund, association, local government unit, and the like; must be allowed by its by-laws to purchase a real property in the Philippines; and must have a specific authority to acquire real properties from the GSIS.</p>
<p>The maximum loanable amount shall be the selling price of the property less the P5,000 reservation fee and five percent down payment.</p>
<p>To get a listing of the inventory of properties for sale under this program, a prospective buyer may simply visit the GSIS website at www.gsis.gov.ph or inquire from the nearest GSIS servicing office.</p>
<p>&#8220;With the help of GMA HeLPS, which offers the most attractive interest rate there is in the local market, dreams of owning a house is no longer far-fetched,&#8221; GSIS President and general manager Winston F. Garcia said in the same statement. &#8220;This is in line with the vision of President Gloria Macapagal-Arroyo of making owning a house very affordable for everybody.&#8221;</p>

<p>This is very welcome news as a 6% fixed interest rate is hard to beat nowadays. I stumbled upon this article when I read this particular thread in the <a href="http://www.pinoymoneytalk.com/forum/index.php?topic=17704.0" target="_blank">PinoyMoneyTalk Forums</a>. However, when I continued reading, I was surprised when a forum member described the hassles he allegedly encountered when he availed of this, which I have posted below:</p>
<blockquote><p>&#8220;Malaking kalokohan ito. I once availed of this, nabayaran ko na yung downpayment ng choice property ko after sabihin nila na available pa yung napili ko. Only being told a week after na nagkamali pla sila and nakuha na pla daw ng iba yung napili ko.</p>
<p>Worse is, it took me more than 2 mos to get my refund and may kinaltas pa sa binayad ko even though wala ako nakuha property sa kanila. Pang facilitate daw ng document yun na non-refundable. In short, ako na ang nag-absent ng isang araw, nag-travel all the way from our place in Bulacan to GSIS Main, naghintay ng kalahating araw and nagbayad. Only to be told dat nagkamali sila, na ma nakakuha na ng napili ko a week before nagpunta ako. Then they told me to file a letter request for refund kahit sila nagkamali. Then after 2 months of incessant follow-ups, nakuha ko pera ko pero may kaltas pa for document facilitation fee (in my opinion kotong yun eh)..</p>
<p>Galeng tlaga itong GSIS, kahit sila na ang may pagkakamali eh peperahan pa din nila ang members nila.</p>
<p>Huwag kayo maniwala basta basta sa mga iyan, halos lahat jan manloloko!!!!&#8221;</p></blockquote>
<p>Well, all I can advice interested buyers is to make sure that the property you are interested in is really available, though in this case, it appears this was done by the interested buyer. I can&#8217;t really give further advice as I have not yet tried to to get a housing loan from GSIS. I sincerely hope that this was just an isolated incident as a lot of people can really benefit from this program from the GSIS. If you or anyone you know has had any first hand experience with buying foreclosed properties from the GSIS, please do leave a comment as it may help those who may want to purchase housing units from the GSIS. <p>I couldn&#8217;t find any direct link to property listings on the SSS website but you can find  them by clicking <a href="http://www.sss.gov.ph/sss/index.html" target="_blank">here</a> and then do a search for &#8220;acquired assets&#8221; on the upper right corner of the SSS website. You should then see their assets for sale at the bottom of the center row.</p>
