San Juan Tax Delinquent Real Properties auction slated on February 9, 2012

I’m a bit short in time so I will go direct to the point. San Juan City tax delinquent properties will be up for sale through a tax foreclosure auction on February 9, 2012, 10:00am, at the Multi-Purpose Hall of the City of San Juan.

The auction will be conducted by The Office of the City Treasurer of San Juan, by virtue of the provisions of Section 260 and 263 of RA 7160 otherwise known as the Local Government Code of 1991.

According to the notice of sale, the list of tax delinquent properties is still “Subject to Adjustment” and was “Computed as of September 30,2011″. Furthermore, taxpayers were advised that “If payment has been made please present to this office the corresponding official receipt for verification/validation”

My wife and I inspected a bunch of foreclosed properties in Las Pinas City included in an auction on February 4, 2012 and we are featuring the pictures and other details we have gathered through this post. We only focused on the properties that are unoccupied and have no legal impediments, based on the information we got from the bank listing.

Only 4 out of the 13 properties located in the Las Pinas area are unoccupied and we inspected 3 of them. Inspecting them was quite easy because they were relatively close to each other and we had a “friendship sticker” on our car which allowed us to pass through certain subdivisions within Las Pinas.

We were done with our ocular inspection in about 2 and 1/2 hours, which included travel time, and about forty five minutes of this was spent having lunch… not bad right?

This is one advantage of focusing on a specific area or niche as mentioned in my article 4 steps to quickly analyze and shortlist foreclosed properties*.

*I really need to update this article because I wrote it prior to Ondoy, and I was still based in Marikina back then.

Please keep in mind that it is not a good idea to inspect ALL of the properties that you find on listings of foreclosed properties, it would be wiser to inspect only those that you have shortlisted. It just so happened that we (my wife and I) are still familiarizing ourselves with the territory, and we simply want to get exposed and learn as much as we can about the properties here in Las Pinas.

Our goal is to build our expertise in this niche and reach a certain level wherein we would start recognizing good deals faster.

Anyway, here are the pictures of the properties we inspected along with other details we have found so far.

1. No. 18 B10 L19 Anthem St.,Sta. Cecilia Village, Talon 2, Las Pinas City

Lot area: 260sqm
Floor area: 157sqm
Minimum bid price: Php2,956,000

We noted that this house was quite old and needs a lot of repairs, especially since most of its wooden structure has termites (please refer to pictures). The main house is a 3BR/2TB and has a garage. (Don’t know what 3BR and 2TB means? Checkout this article about real estate acronyms).

There is a small house at the back which is a 2BR/1TB. The caretaker said this is where they stay and it was probably rented out before.

2. B4 L7 Camella Fronterra Subdivision, BF Resort Village, Talon 2, Las Pinas City

Lot Area: 95sqm
Floor area: 64sqm
Minimum bid price: Php2,479,000

Before we visited this property, I thought to myself that this was probably too expensive because it had such a small lot area and floor area for the price. When we saw the inside of Camella Fronterra however, I no longer felt visiting this property was a waste of time because the place looked nice, safe, and secure.

The property itself is a single-attached unit, and reminded me of the houses in Maia Alta, Antipolo City. It is a 3BR/2TB house with 1PS, although the bedrooms would be quite small, obviously! We were not able to see the inside of 2 of the 3 bedrooms because the doors were locked and there was no caretaker who can unlock them for us.

Yes, the house had no caretaker and it was not locked at all (Maybe there was no need for a caretaker because the property is inside a gated subdivision? ). The property had a big opening for what I believe would be a french door, but it seems this was never installed, and the house was not finished.

Of the three houses we visited, this appeared to be the one that needed less repairs even if it was not completed, in my opinion. Anyway, just look at the pictures below and you be the judge.

3. No. 29 Francel St., Pilar Executive Vill., Almanza Uno, Las Pinas City

Floor area: 83sqm
Minimum bid price: Php1,328,000

This one was the cheapest of all the properties we inspected based on the minimum bid price, but it also needs a lot of repairs. It is also the one nearest the Alabang area. It is a 2BR/1TB house with garage. It is very near SM SouthMall, and DMCI’s Ohana Place condos.

The caretaker told us that this area got flooded during Ondoy and it was about chest-deep. We noticed what appeared to be very faint floodlines on the perimeter walls of the subdivision which can be seen at the extreme left of the panoramic picture below.

It has an unfinished concrete structure at the back of the house.

Reminders

Property inspection is just one part of due diligence and other factors such as legal and financial aspects must also be considered.
To get an estimate of the repair cost for a property, a thorough property inspection should be conducted with a competent contractor, who can then submit their repair estimates afterwards.

How to check the validity of a Real Estate Broker License

Ever since RA 9646, more commonly known as the RESA Law, took effect, getting a real estate license has become a big deal, at least for those who don’t want to violate the RESA Law. But how do you verify if someone has a valid real estate broker license or realtor license?

I believe one way to check would be through the “Verification of Professional Licenses” page at the official website of the Professional Regulation Commission or PRC. On this page, you can check if an individual’s name is listed on the Registry Books of the PRC. Checkout how this can be done below.

Actually, I included the following steps in my “About” page in a recent update so that visitors can easily check if I have a valid real estate broker license. I then realized that I should make this information available to everyone who may want to check if someone else’s real estate broker license is valid as part of due diligence, etc. I suggest you use the following steps before you part with your hard earned money!

To verify if a real estate broker is listed in the Registry Books of the PRC, you may use the following procedure:

Step 1 - Visit the “Verification of Professional Licenses” page at PRC’s website: http://www.prc.gov.ph/services/default.aspx?id=16 and use the default “Search by name” option.

Step 2 - From the list in the “Profession” box, select REAL ESTATE BROKER

Step 3 – On the “First Name” box, enter the first name of the real estate broker whose license you want to validate.

The verification result will be displayed at the bottom of the page and you should see something like this:

I did some random tests using the names of those who passed the first real estate license exam given by the PRC last March 2011, and also those whose applications for registration without examination were approved by the PRC, and noted that all I tested so far were indeed listed in the Registry Books of the PRC.

However, I noticed that the middle names should be excluded, and only the complete first names should be used. I said complete first names because if a person has a first name with more than one word (like yours truly), the complete first name must be used, otherwise no records will be found.

By the way, I did not use the “Search by license number” option in my example above because aside from the license number, you would also have to know the exact birthdate of the real estate broker whose license you want to verify. I guess you can only use this option if you are “a close friend” of a real estate broker (which would explain why you would happen to know his/her birthday), or you have a copy of his/her PRC ID, which contains his/her birthdate.

If you have a real estate license issued by the PRC, or if you are about to enter into a real estate transaction with someone who says he or she is a licensed real estate broker, why don’t you try the tool above and let me know how it goes.

Please find below a listing of Banco San Juan foreclosed properties for sale, updated as of January 2012. This was forwarded to me by Ramil Alquileta (PRC Real Estate Broker License # 06153).

According to Ramil, all of the foreclosed properties on this list from Banco San Juan are consolidated and have no pending cases. However, I still advice interested buyers to conduct the necessary due diligence! More details after the jump.

The foreclosed properties on this list are mostly from Luzon, with a few from Metro Manila.

Payment terms

Ramil also mentioned that the minimum downpayment is 30% with the balance payable from 5 to 10 years at an interest rate of 18% per annum. It is possible to use other banks to facilitate the loan, provided that the minimum downpayment will be paid and the corresponding interest will also be paid (I believe this would be part of the monthly amortizations) until such time that the loan proceeds are released.

The last batch of Real Estate Consultants, Real Estate Brokers, and Real Estate Appraisers approved for registration without examination for 2011 was recently released by the Professional Regulatory Board of Real Estate Service or PRBRES.

The December 2011 batch was approved through PRBRES Resolutions No. 24 and 25, series of 2011 which were posted in PRC’s website last January 3, 2012.

The complete list which includes 1 Real Estate Consultant , 183 Real Estate Brokers, and 8 Real Estate Appraisers approved without examination as listed in PRBRES Resolutions No.24 and 25 can be seen below.

The following real estate professionals can register with the PRC without taking any exam, because they are covered by the “grandfather clause” of the RESA Law, which are Sec. 20, Article III of R.A. No. 9646, and Sec. 20, Rule III of Board Resolution No. 02, known as the “Rule and Regulations of R.A. No. 9646” or RESA Law IRR.

“The Oath taking ceremonies of the Real Estate Service practitioners for Consultants, Appraisers and Brokers, are to be held on January 31, 2012 at the Fiesta Pavilion, Manila Hotel, One Rizal Park, Manila at 1:00pm in the afternoon. Those who were included in the prior approved resolutions may opt to attend the oath taking.”
