As far as auctions are concerned, from what I understand, all bids should start at the minimum bid price or MBP. As you said, your bid was a bit lower than the suggested price which most banks also refer to as the MBP. I suppose the person in charge of the auction just informed your wife that your bid was the highest among bids as per procedure but was later disapproved by management which evaluates all bids, most probably because your bid was still below the MBP.
